10+2 Requirement & Regulations

• U.S. Importers must electronically transmit ten (10) entry data elements to CBP as early as 24 hours prior to sailing at foreign port.
• Stated Goal: Prevent terrorist weapons from being transported to the U.S.
• 10+2 required for each and every ocean shipment.
• Penalties are $5,000 per incident of cargo arriving in the U.S. without proper 10+2 filing and is fully responsible to the Importer of Record.
• Mandatory as per January 26th, 2009
• Requires a POA and Continuous Entry Bond

Required Data Elements submitted by the Importer (or by representative)

• Seller (requires Company name, address, country, city, state, zip)
• Buyer (requires Company name, address, country, city, state, zip)
• Importer of Record number (IOR) / Foreign Trade Zone applicant ID (FTZ)
• Consignee number(s) (i.e. IRS numbers)
• Manufacturer / Supplier (requires Company name, address, country, city, state, zip)
• Ship to party
• Country of Origin
• HTSUS number (Harmonized Tariff Schedule of the US - 6 digit level)
• Container stuffing location
• Consolidator
